CipherBC Flexify
Custom Your Own Governance
First create an account, your team, and add your team members. Once enabled, follow the steps to set up your governance structure.
Log in to your CipherBC Desktop, enter the Governance workspace, and manage committee membership from the Desktop or the Flexify App.
Log in to your CipherBC Desktop, go to Get Started, select Risk Control Settings, and click "Go to".
As the Owner: enter your Governance workspace, click Member Management, choose your team members and construct your Governance Committees.
As the team member: Open Your Flexify App and verify your pin, then confirm to become a governance committee member.
Select Threshold Settings and submit your new threshold. Choose All, which dynamically requires every active Governor to approve policy changes, or set a fixed number. Enable the Cooling Off Period to allow governors to double-check before the decision is final.

After configuring the threshold, submit the settings for committee review. The active Governance Committee receives a notification and votes on the proposed threshold change.
Confirm the current vs. new settings before submitting. The progress tracker shows initiation and governance approval status in real time.
The current Governance Committee receives a notification and chooses to complete the approval in the Flexify app or on the Desktop.
Governors receive a voting notification in the Flexify App. Review the proposed change, add optional comments, then tap Agree or Reject.
Governors can also vote from the Desktop. The progress panel updates in real time — once the threshold is reached, status changes to Approved.
Rule Approval Center
Go to the Rule Approval Center under the Governance workspace to configure how different categories of change are approved across your organization.
Configure the approval modes for each category of policy change. As Owners and Governors, you can vote to switch each rule type between 3 different approval modes.
Navigate to the Rule Approval Center under the Governance workspace. Two main categories are listed: Risk Control & Policies and Users & Organizations.
Expand Risk Control & Policies to see all configurable rule types: Address Whitelist, Transfer Limit, Transaction Rules, and Default Transaction Rules — each showing Owner Approval and Governance Approval thresholds.
Manage the approval flows for adding or removing general team members. Each action shows whether Owner Approval is required and the current Governance Approval threshold.
Click the settings icon for any rule type to choose the approval mode: Owner Only, Governance Committee Only, or Owner + Governance Committee. Optionally enable a Cooling Off Period.
Example
Take changing the Address Whitelist Approval Mode as an example. Consider a Governance Committee with 10 Governors and a Governance Threshold set to 3.
A Governor submits a request to change the Address Whitelist approval mode — from Governance Only to requiring both the Owner and the Governance Committee to approve.
In Risk Control & Policies, Address Whitelist currently shows Owner Approval as ✗ (not required) and Governance Approval at 3/10. We will change this.
Open Address Whitelist settings, select Owner + Governance Committee (3/10), enable Cooling Off Period, and submit the request.
All 10 Governors receive a policy voting notification. The request is approved once 3 Governors vote to approve — before anyone denies it. Any denial before the threshold is met rejects the request outright.
The progress panel shows the initiating governor, all committee members, current approval count, and each individual vote with timestamp.
Once approved, the Rule Approval Center reflects the updated policy. Subsequent whitelist requests now enforce the new dual-approval requirement.
Risk Control & Policies now shows Address Whitelist with Owner Approval ✓ (highlighted). The policy change has taken effect.
Submit a new whitelist address request. The Governance Approval step now shows "Pending for approval" waiting for the committee — the new dual-approval flow is active.
Activate Emergency Mode when a governance committee member is unable to fulfill their approval duties. It temporarily freezes all pending approvals and lets you propose a new threshold.
Set the New Threshold and the Disclosure Period (how long the public notice lasts). If no objection is raised before the period ends, the new settings take effect automatically.
CipherBC Flexify's governance model ensures no single point of failure. Every critical change requires committee approval, role separation prevents conflicts of interest, and Emergency Mode provides a controlled path through exceptional situations. The Governance Threshold, cooling-off periods, and role exclusivity rules work together to protect your organization's assets through collective decision-making.

完成阈值配置后，提交设置以供委员会审批。进度追踪器实时显示发起状态和治理审批进度。
确认原设置与新设置后提交。进度面板显示发起人、治理审批进度及冷静期倒计时。
现有治理委员会成员收到通知，可选择在 Flexify 应用或桌面端完成审批。
Governor 在 Flexify 应用中收到投票通知。查看提议变更，填写可选意见，点击"同意"或"拒绝"。
Governor 也可在桌面端投票。进度面板实时更新——达到阈值后，状态变为"审批同意"。
规则审批中心
在治理工作区的规则审批中心，配置不同类别变更的审批方式，实现对组织策略的精细化管控。
为每类策略变更配置审批模式。作为 Owner 和 Governor，您可以投票将每类规则切换为 3 种审批模式之一。
在治理工作区下，进入规则审批中心。界面分为两大类别：风控与策略，以及用户与组织。
展开"风控与策略"，查看所有可配置规则类型：地址白名单、转出限额、交易规则、交易默认规则，每项显示创建人审批和治理审批阈值。
管理添加或删除普通团队成员的审批流程。每个操作显示是否需要创建人审批及当前治理审批阈值。
点击任意规则类型的设置图标，选择审批模式：仅创建人、仅治理委员会或创建人和治理委员会。可选择开启冷静期。
示例
以更改地址白名单审批模式为例，假设治理委员会共有 10 位 Governor，治理阈值设为 3。
Governor 提交请求，将地址白名单审批模式从仅治理委员会审批改为需要创建人和治理委员会共同批准。
在风控与策略中，地址白名单当前显示创建人审批为 ✗（不需要），治理审批为 3/10。我们将对此进行更改。
打开地址白名单设置，选择"创建人和治理委员会 (3/10)"，开启冷静期，然后提交请求。
10 位 Governor 收到策略投票通知。3 位 Governor 投票批准后，请求即通过；若有 Governor 在达到阈值前否决，请求将被直接拒绝。
进度面板显示发起 Governor、全体委员会成员、当前批准计数，以及每位成员的投票和时间戳。
审批通过后，规则审批中心即时反映新策略。后续白名单请求将按新的双重审批要求执行。
风控与策略现在显示地址白名单的创建人审批已启用（高亮显示 ✓）。策略变更已生效。
提交新的白名单地址申请，治理审批步骤现显示"待审批"，等待委员会处理——新的双重审批流程已激活。
当治理委员会成员无法正常履行审批职责时，可激活紧急模式。激活后，所有待处理审批将被自动挂起，并允许提议新的阈值设置。
设置新阈值和公示期时长。公示期结束前若无人提出异议，新设置将自动生效并将审批冷静期重置为 0 小时。
CipherBC Flexify 的治理模型确保没有单点故障。每次关键变更都需要委员会审批，角色分离防止利益冲突，紧急模式为特殊情况提供受控的处理路径。治理阈值、冷静期与角色互斥规则共同协作，通过集体决策保障组织资产安全。
