Quick Operation Guide The Governance Committee is a vital component of an organization's operational security. Every user with Owner or Governor privileges automatically becomes a committee member and is jointly responsible for approving or denying critical changes to the team operations.

The Governance Threshold specifies the minimum number of Governor approvals required for a change to pass. Before that threshold is met, any single Governor can deny the request outright. Different types of actions carry different cooling-off periods, giving the committee a window to review and intervene. For finer control, organizations can assign specific sets of governors to different categories of change.

First create an account, your team, and add your team members. Once enabled, follow the steps to set up your governance structure.

Step 01 · Committee

Add Your Governance Committee

Log in to your CipherBC Desktop, enter the Governance workspace, and manage committee membership from the Desktop or the Flexify App.

Log in to your CipherBC Desktop, go to Get Started, select Risk Control Settings, and click "Go to".

Owner: Build the Committee

As the Owner: enter your Governance workspace, click Member Management, choose your team members and construct your Governance Committees.

Team Member: App Verification

As the team member: Open Your Flexify App and verify your pin, then confirm to become a governance committee member.

Role Exclusivity CipherBC enforces least privilege at the role level: the Governor role and the risk control role are mutually exclusive. If you can vote and change policy, then you cannot approve an asset transfer, vice versa.

Step 02 · Threshold

Adjust the Threshold Settings

Select Threshold Settings and submit your new threshold. Choose All, which dynamically requires every active Governor to approve policy changes, or set a fixed number. Enable the Cooling Off Period to allow governors to double-check before the decision is final.

Step 03 · Submit

Submit Your Threshold Settings

After configuring the threshold, submit the settings for committee review. The active Governance Committee receives a notification and votes on the proposed threshold change.

Step 04 · Approval

Vote and Approve the Policies

The current Governance Committee receives a notification and chooses to complete the approval in the Flexify app or on the Desktop.

4.1

Mobile App Approval

Governors receive a voting notification in the Flexify App. Review the proposed change, add optional comments, then tap Agree or Reject.

Note on Defaults When first created, the threshold is All and the Owner is the only active user. Once other Governors onboard, any Governor can request to lower the threshold. The current threshold remains in effect until the new one is approved.

Desktop Approval & Outcome

Governors can also vote from the Desktop. The progress panel updates in real time — once the threshold is reached, status changes to Approved.

Vote and Approve

All 10 Governors receive a policy voting notification. The request is approved once 3 Governors vote to approve — before anyone denies it. Any denial before the threshold is met rejects the request outright.

The progress panel shows the initiating governor, all committee members, current approval count, and each individual vote with timestamp.

Once approved, the Rule Approval Center reflects the updated policy. Subsequent whitelist requests now enforce the new dual-approval requirement.

Emergency

Emergency Mode

Activate Emergency Mode when a governance committee member is unable to fulfill their approval duties. It temporarily freezes all pending approvals and lets you propose a new threshold.

How it works Activate → All pending approvals are suspended → Propose a new threshold + Disclosure Period (default 24 hrs) → If no objection is raised during the public notice window, the new threshold takes effect automatically and the Cooling Off Period resets to 0.

If a governor is online but refuses to cooperate, engage external legal counsel or an arbitration body to resolve the dispute.

Set the New Threshold and the Disclosure Period (how long the public notice lasts). If no objection is raised before the period ends, the new settings take effect automatically.

作为团队成员:打开 Flexify 应用,进入"成员与部门",验证 PIN 码,确认成为治理委员会成员。

角色互斥原则 CipherBC 在角色层面强制执行最小权限原则:Governor 角色与风险控制角色相互排斥。若您有投票权和策略修改权,则无法审批资产转账,反之亦然。

调整阈值设置

选择"阈值设置"并提交新阈值。选择"全部"可动态要求所有活跃 Governor 批准,或设置固定数量。开启冷静期,让 Governor 在决策最终确定前再次确认。

投票并批准策略

现有治理委员会成员收到通知,可选择在 Flexify 应用或桌面端完成审批。

4.1

Governor 在 Flexify 应用中收到投票通知。查看提议变更,填写可选意见,点击"同意"或"拒绝"。

默认说明 初次创建时,阈值默认为"全部",且 Owner 是唯一活跃用户。其他 Governor 完成入职后,任意 Governor 均可申请降低阈值,新阈值生效前当前阈值保持不变。

紧急情况

紧急模式

当治理委员会成员无法正常履行审批职责时,可激活紧急模式。激活后,所有待处理审批将被自动挂起,并允许提议新的阈值设置。

运作方式 激活 → 所有待处理审批自动挂起 → 提议新阈值 + 公示期(默认 24 小时)→ 公示期内无人异议则新设置自动生效,审批冷静期重置为 0 小时。

若成员在线但拒绝配合,请引入外部法务或仲裁机构解决争议。
